When a customer calls, which agent should answer? When a new paper arrives, which reviewers should we assign it to? When an emergency occurs, which responders should we send? We study these as the problem of maximizing match quality in online skill-based routing.
We develop a simple index policy, LAG, that assigns tasks to resources not just based on instantaneous match quality, but also on the opportunity cost of consuming scarce resources. We prove that LAG is fluid-optimal when task arrival rates and the number of servers scale proportionally. We demonstrate its effectiveness on peer-review and call-center instances, where LAG achieves 83-99% of the LP upper bound and substantially outperforms greedy assignment.
